Added dependency to Angular 1.2.29 with WebJars and it works well.

I have a concern that {{webjars-servlet-2.x}}, which is integration for Servlet 2.x app seems too chatty. It produces {{INFO}} log for every GET request. I sent a pull request to fix that https://github.com/webjars/webjars-servlet-2.x/pull/8 .
