UIMA website home page improvements
I added a link to the > 900 github.com repos that depend on uimaj.core.
I added a short paragraph on RUTA with a link on the home page.
I took out the out-of-date copy of the NEWS index, and replace it with a link to
the actual news page.
Fixed up some http:// links to https: (Left the links to the uima-ducc demos,
since that doesn't support https.)
Feel free to improve :-).
