   @ShadowySpirits merge this PR first, but it would be nice if you can check all the necessary resources during the startup phase, instead of checking them in Rebalance service, and in some cases where the necessary resources are not met, it is best to stop the startup process in time and give clear instructions. Expect your next PR.
