FileWatchdogTest fails intermittently with Gump with information similar to:

Updated test files to output info to ConsoleAppender so can be better analyzed
next time it fails in gump.

Instrumented TimedLocationWatchdog.java and updated test to output a separate
file with output from the watchdog and test case to track the behavior. So,
hopefully the next time it happens we can tell what is going on.
I also noticed, after instumentation that the watchdog from test1 was still
running in test2. This may have been an issue, not sure. Added code to
resetConfiguration() before the start of each test.
Now we wait.
