7337cf5fbffa954dab9f21fe6115f6df3ba7c6c7 added some code to the python client which tries to disable OpenSSL initialization if it thinks Python has already enabled it. However, that code seems to prevent the python client from working on my Ubuntu 18 system. I get an error \{{KuduBadStatus: Runtime error: Locking callback not initialized}} when instantiating the client.
