[GSoC] Apache Beam integration with RocketMQ

Hi,

I decided to create a separate thread to discuss all issues related to the
Apache Beam integration.

First question: shall we create this plugin as an external rocketmq
project, like RocketMQ-Spark (
https://github.com/apache/rocketmq-externals/tree/master/rocketmq-spark ),
or as a Apache Beam built-in I/O transform (
https://beam.apache.org/documentation/io/built-in/ )?
