[~astitcher] Is that because PROTON-1467 was resolved for 0.28.0, and so it no longer needs to fail gracefully as it doesn't fail? If so, I'd say this Jira shouldn't be resolved as 'fixed' against 0.28.0, but perhaps 'not a problem' against no version.
