Need permission to assign JIRA tasks to myself

Hi Devs,

I have created a JIRA task FLUME-2704
<https://issues.apache.org/jira/browse/FLUME-2704> to implement a minor
enhancement to the SpoolDIr source in Flume.

I would like to work on this issue and submit patches.
Please grant me permission to assign the task to myself.
