[PR] HDDS-11857. Freon log flooded by HSync message [ozone]

## What changes were proposed in this pull request?
The Freon log seems to be flooded by `HSync` message, this information might be helpful for debug, it would be better to keep it in degbug mode. Please take a look, thanks!

## How was this patch tested?
run the provided command in the docker services can see the msg doesn't show under normal mode.
```c
$ sudo docker compose exec -T scm ozone freon ockg -n10 -t1 2>&1 | grep -o -e 'Ignoring ozone.fs.hsync.enabled' -e 'Initializing ChecksumCache' | sort | uniq -c
7 Initializing ChecksumCache
```
