   ## Summary
   
   Adds `McpServerImplTest`, a first unit test for the `McpServerRegistry` implementation that maps MCP registry calls onto the tool gateway and tool catalog. `ToolGatewayService` and `ToolCatalog` are mocked.
   
   Coverage:
   - `listTools()` discovers tools across the whole dashboard (null cluster scope);
   - `listTools(clusterId)` scopes discovery to a cluster;
   - `execute(name, input)` delegates with its input intact;
   - the catalog metadata (`version`, `digest`, `minimumClientVersion`) is exposed for capability negotiation.
   
   ## Why
   
   The MCP registry is the contract surface external MCP clients talk to; the delegation mapping had no direct test.
   
   ## Testing
   
   `mvn -B test -Dtest=McpServerImplTest` — 4/4 pass; checkstyle (validate) clean.
