Persistence.xml in war files

Looks like our Tomcat integration stopped finding persistence.xml in war
files, which in turn meant that our ejb-examples webapp didn't work in
TomEE. Just committed a fix (r1076875). Please shout if it causes any
problems.

Hi Jon,

Dunno if that changes have been done to pass EJB 3.1 TCK.
May be David can give us the reason.
