Plan to submit request for the Summer 2021 slots

Hi dev team

Some of you might know, we used to join Summer 2020 for expanding our
community.
Now, the summer 2021 plan opened to apply[1].
If no objection, I will send this application form through their
mail(mailist) to represent the Apache SkyWalking for as many slots as
possible.
All committers or contributors having enough experiences and new ideas
suitable for new contributors(colleague students), we will open these slots
for you.

Note, this program is still limited to Chinese students only, they at least
need to have China citizenship.
For new contributors out of China, the GSoC is coming too.
