At my day job, I have the JIRA permissions set so that, upon creating a JIRA, I can add people to the watcher list. As a mentor, I commonly create JIRAs on behalf of podlings, and I'd like to add (e.g.) their dev list to the watchers.

I just added you as a watcher to this issue, as a jira administrator, you should be able to do the same. Right hand side there is 'Watch (n)' where 'n' is number of watchers (currently 1, yourself). Click on the number and you should be able to add watchers.

As a jira-administrator, you already have that access.
And please, do NOT add mailing lists to watch lists, that would mean a mailing list has an account of its own which we do not allow and I'll delete any I find.

I created an issue in INFRA obo a podling, and I was not enabled to add anyone as a watcher. I'll accept your stricture about lists, of course, but I would have liked to at least add the most relevant individual.

That is because is was specific to being an Administrator/Committer/PMC role of a project, you are none of those for INFRA.
I have added jira-admins to be able to manage watch lists for any project.

The problem is specific to INFRA. I have no trouble manipulating the watcher list of (e.g.) CXF issues.
