Fix For: 0.6
Testing for compliance with AMQP0-9-1 has shown up errors particuarly around dealing with the redeclaration of queues and handling queue exclusivity.
When implementing these features (such as disallowing redeclaration from exclusive to non-exclusive or durable to non-durable) it became apparent that some of our system tests were performing such erroneous redeclaration.
Fixes are mostly in the method handlers in the Java Broker
