Patch applied, thanks.  I checked that CATALINA_BASE is defined as CATALINA_HOME if former is undefined (and hence the reading of the $CATALINA_HOME/conf/fediz-config.xml will still occur as before.)  However running multiple Fediz-enabled Tomcat instances using a common CATALINA_BASE is quite complex and can raise several other issues; please report back if you find anything.
