[ANN] Moved to Maven RC3

Just so everyone knows we're at Maven rc3 now and will move to 1.0 as
soon as it comes out the door.

Also we dropping the use of the Avalon style sheet for the maven sitedoc
generation.  The canned look and feel in maven rc3 is what we shall be
using.  You can take a look at an example for the snickers and rms docs
here:

Good. They've implemented project properties inheritance and that will 
remove lots of duplication.
