steps to reproduce
* Enabled NM Restart (yarn.nodemanager.recovery.enabled = true)
* Changing resources capability for one NM who has running application by modifying yarn.nodemanager.resource.memory-mb, yarn.nodemanager.resource.cpu-vcores
* Restarting the NM
nodelabels page in RM web UI show wrong "Total Resources”.
It means resource capability in RMLabelManager does not update according to changing resource capability.
It could cause wrong scheduling.
