Balu Vellanki resolved FALCON-899.

    Resolution: Not a Problem

The configs used in startup.properties under incubator-falcon/common/src/main/resources/startup.properties are very specific to debug and test-setup. It makes sense to have it separate from the startup.properties under incubator-falcon/src/conf/startup.properties which is used for packaging Falcon. Closing as not a problem.
