{cordova build/run} command provides no output and exits with code 0, but packages/ binaries aren't built.

*Repro steps:*
1. Create new cordova project on machine without msbuild v12 installed
2. Cordova build
3. Cordova run

*Expected:*
built and running app

*Actual:*
both commands provides no output, nothing occurs.
