this config controls how many bad data directories can the dn tolerate and still run.
Ideally the max value for this should be # of data dirs - 1. If this is configured where the # of DN Volumes Failure Toleration is > num of directories the datanode will fail to startup.
Thus this check should be added so that user does not try to start misconfigured nodes.
