Few special characters are not migrating properly from CVS to SVN

Hello,
        I'm trying to migrate my CVS repository into SVN, few things are 
not converted properly. There is a file having a special character 'Š', 
which is not converted same from CVS to SVN. It is giving some random 
symbol apart from the original one.

How to avoid those special character conversion problems. 
I'm already using the --encoding=ASCII --encoding=UTF8 
--encoding=ISO-8859-1, still I'm getting like these conversion problems.

I'd be very thankful for this help, This migration process is very urgent 
requirement and need to fulfil this task ASAP. Please Help me out to get 
proper conversion.

Specifying what tool (including version) is being used for the
conversion would be helpful too.

You've not mentioned which Subversion release and what OS you're
using. Handling non-ASCII characthers is getting more robuset with the
more recent releases: are you using the current 1.6.12?
