Intermittend Errors

Using Redhat 7.1, P3 700 mhz, 256 mb ram and running plesk 1.3 

Apache has intermittent problems like sometimes it server one page but
not another, and then if you wait a minute the page will be served. Also
somtimes get connection denied or operation timed out. 

Also FTP will let me ftp in about six times and then will not allow me
to connect anymore for about one minute.(I don't know if the ftp problem
is related to apache)

What causes the above symptoms? What must I do to fix them? What tools
can I use to get more information about what is going on on my server?
