PatchV19  re-construct the implementation of Online Merge.

Since we have the atomic mutations in META, we could implement RegionMergeTransaction just like SplitTransaction. 

It would be much clearer.


Current process of merging regions:

a.client send RPC(dispacth merging regions) to master
b.master move the regions together(on the regionserver)
c.master send RPC(merge regions) to regionserver
d.DispacthMergingRegionHandler on the master would process the request asynchronously
e.Regionserver execute the regions merge transaction in the thread pool
