Umbrella issue for the FLIP adding three validation-time SQL ergonomics features to Flink SQL:

 * GROUP BY <ordinal> - "GROUP BY 1, 2" groups by the 1st and 2nd SELECT expressions. Redefines today's constant-grouping meaning, so it is gated behind table.group-by-ordinal-enabled, default false.
 * GROUP BY ALL - groups by every SELECT expression that is not an aggregate or window function and that references the input. Gated behind table.group-by-all-enabled, default false.
 * ORDER BY ALL - sorts by every projected column, left to right. Gated behind table.order-by-all-enabled, default false.

All three expand during validation into standard grouping and sorting; the planning and execution pipeline is unchanged in streaming and batch.
