PCLRenderer border problem

I have just committed a change to the PCLRenderer that should correct the
incorrectly printed borders. Unfortunately because I am stuck with JDK 1.1.8
I can not easily test the changes. I implemented a change to the CVS version
that I had done to a modified version that we have been running for a while.
I believe that this corrects the problem, but I would appreciate feedback
from people using the PCLRenderer if it is actually fixed.
