[DISCUSS] Release Apache OpenDAL v0.50.0

Hello, Apache OpenDAL Community,

This is a call for a discussion to release Apache OpenDAL version 0.50.0.

I initially planned to include more changes in this release, but I couldn't implement all of them. Rather than delaying further, it's better to conclude this now and wait for the next release.
