    Description: 
If a pending placeholder is deleted, the appState becomes "Completing."

If there are already allocated placeholders, those will run indefinitely and placeholderTimeout is not honored in "Completing" state. This was seen on 0.10.1-b5. 

Repro steps:
 # Submit gang job with guaranteed unallocatable placeholder. [^gang-app.yaml]
 # Delete pending placeholder
 # Check app state. Will be "Completing" even if there exist running placeholders
 # All placeholders remain running
