[I] [Feature] Position tooltip above the line in area chart [echarts]

### What problem does this feature solve?
Currently, the tooltip in our fluency score area line chart appears on top of the line itself or overlaps with the data point or follow mouse
We want to reposition the tooltip to appear above the line

I don't think there is a direct way to do this. There is a [position](https://echarts.apache.org/en/option.html#tooltip.position) property which is very flexible.
