where's the developer section of the documentation?

from src/lib/apr/lib/apr_pools.c:

/* Details of the debugging options can now be found in the developer
 * section of the documentaion. */

i did a "find . -type f | xargs grep POOL_DEBUG" and i can't find the
documentation that used to be there in the 1.3 alloc.c ...
