Client registration endpoints and scripts

For creating an Admin client on test.cilogon.org use

https://test.cilogon.org/oauth2/admin-register

For creating a stadard OIDC client there use

https://test.cilogon.org/oauth2/register

The latest and greatest command line scripts for clients are at
