1.3.4 pre-release available

The 1.3.4 tarball has been tagged and rolled and is now available at

   http://dev.apache.org/dist/

Please give it a test and let us know what happens, particularly if
there are any problems.  If there are no serious problems reported,
it will be formally released on Monday night.
