After added with HIVE-22284, CacheTag's compareTo() produces wrong result for the following edge case and those alike:

Table name: _dbname.tablename_ PartDesc: _p1=v1_   VS
Table name: _dbname.tablenamf_ PartDesc: _p1=v0_

++..due to the addition logic in the method.
