[commit] important SVGUtilities

I have started to clean and implement error handling in SVGUtilities and other 
bridges. It's a huge amount of work and I have cleaned, documented and revised 
the whole code in SVGUtilities (especially all regions and coordinate 
computations).

I have not finished yet but I wanted to do incremental updates. I haven't seen 
regression at the moment.
