This proposal is based on various previous discussions, mainly the [Build vs Consumer POM|https://cwiki.apache.org/confluence/display/MAVEN/Build+vs+Consumer+POM] discussion.
In order to make more room for changes in the build section, the consumer POM should be kept minimal, it will also speed up things in the longer term.
