[RESULTS] [VOTE] Release Apache MXNet (incubating) version2.0.0.alpha.rc0

I'm happy to announce the results of the vote [1].
This vote fails due to lack of participation. A minimum of three positive votes and more positive than negative votes MUST be cast according to the release policy.
