Please see QPID-3083 for description of where the file comes from.
Also, please see file qpid\cpp\bindings\qpid\dotnet\configure-windows.ps1 for a script designed for Windows to get 32-bit and 64-bit out-of-source build trees started. Even if you don't run the script to create out-of-source built trees you can read the commentary to understand the build environment a little more or to see example CMake command lines.
