Authz group with email addresses.

I'm trying to define an authz file with a group that consists of email
addresses like so:

[groups]
admin = myself
repository_group = @admin, some@other.person.com

[repository]
* =
@repository_group = rw


the user 'myself' can use the repository just fine, but the user
'some@other.person.com' passes apache's basic auth but SVN returns a
403 not authorized.
So I am wonder if there is an escape character for the @ that I need to use?
