As a user I want to use Grafana so that I can monitor and troubleshoot of cluster performance.
*Acceptance criteria:*
# "Grafana" link should be on cluster name of popup
# if user clicks on "Grafana" link window of grafana metrics dashboard and graph editor will open in new tab for computational resource performance
