[PR] Document providers should never use newsfragments [airflow]

potiuk opened a new pull request, #66034:
URL: https://github.com/apache/airflow/pull/66034

Clarify in `AGENTS.md` (root) and `providers/AGENTS.md` that newsfragments
are an `airflow-core`-only mechanism. Providers are released from `main`,
not from a release branch, so per-PR newsfragments are not cherry-picked
into the release and would be ignored.

For provider PRs that need a user-visible note (typically breaking
changes), update the provider's `docs/changelog.rst` directly. Routine
entries continue to be collected automatically by the release manager from
   commit messages.

   > Never say never 😅 Maybe we could adjust the providers to use newsfragments one day. Until this day comes though - LGTM

Maybe .. But I keep on saying newsfragments only make sense when you cherry-pick things. There is very little sense (And a lot of complexity) in having 100s of "newsfragment" folders when every time we release provider we will basically move newsfragment files to changelog

We always release providers from main - so There is **very little sense** on having this folder with a file dance and then having release manager moving those files (Always, all of them) to the changelog. It's better to update changelog directtly :)
