[I] Update documentation on FlightCallOptions regarding headers type [arrow]

### Describe the enhancement requested
Currently the headers is specified as being a list of tuples where both elements are strings.
This actually crashes out if you provide a list of tuples with each tuple containing two strings.
What you actually have to do is to provide them as bytes encoded.
I see two options:
Identify if the elements are strings and encode
Update the docs to mention bytes encoded values rather than strings.
I'm happy to contribute to whichever works better if you think this has value.
