JUDDI-1020 resolves all known formating and packaging issues with maven pdf plugin switch (from docbook)

I think it's an issue on the jboss maven repo either blocking too many concurrent requests or some kind of quote or bandwidth cap, etc. Maybe we can use the maven site plugin + pdf plugins to get a near equivalent setup or maybe there are some other alternatives out there
