Ernest Allen resolved DISPATCH-1217.
------------------------------------
Resolution: Fixed
This commit contains several changes/fixes:
* split out legend into its own class/module
* split out svg specific utility functions into separate module
* added some node and link tests
* fixed dragging new nodes to new positions
* fixed background map disappearing after new node appears
* don't recreate svg after each change (better performance and memory management)

> Dragging a node (circle) and dropping it in a new location is supposed to fix that node in the new location.
> This works if the node was present when the page was loaded, but if the node appeared after the page loaded, it doesn't work.
> Also, if the background map was visible when a new node appears, the background map will disappear.
