Ernest Allen resolved DISPATCH-1217.

    Resolution: Fixed

This commit contains several changes/fixes:
 * split out legend into its own class/module
 * split out svg specific utility functions into separate module
 * added some node and link tests
 * fixed dragging new nodes to new positions
 * fixed background map disappearing after new node appears
 * don't recreate svg after each change (better performance and memory management)
