[users@httpd] Userdir

I placed my users at the /home/friends directory. So they are not right 
accessable from /home!
When my users create a public_html directory and put their files in it, it 
can't be seen on the net at their page like http://myserver.com/~user.
The computer says pemission denied.
How can I make this work.
