Fixed this issue on master and 4.1 by making _store of api rate limit srvc impl to static. I saw that in ApiServer, the access checkers were injected as list where there were three api rate limit service impl, I don't know why spring did that.
Assigning to Min to check if the fix in api rate limit srvc impl is alright. Works for me. Let's hear from Min before we resolve the issue.
