[ANNOUNCE] Apache VCL 2.3.1 released

VCL Community,

Apache VCL 2.3.1 is now available for download.  You can download it from our 
download page:

http://vcl.apache.org/downloads/download.cgi

A short bit of release notes can be found here:

http://vcl.apache.org/docs/releasenotes.html

A change log listing all of the bugs fixed in this release can be found here:

http://vcl.apache.org/docs/changelog.html

Please make sure to download the .bz2 file from a mirror but to download GPG
signatures and sums from the actual ASF site.  The download links on the 
download page should point you in the right direction.

Installation and upgrade instructions are included as text files in the
release, and web versions of them are linked to off of the download page.
