GPDB is using a special variable {{$[}} in its Perl script, but it was deprecated from v5.30.
 So it can't be built on some distros, e.g., Fedora 31 and (though it's not our target for now) Ubuntu 20.04.

According to [https://github.com/greenplum-db/gpdb/issues/8989], we can install perl 5.26 besides 5.30 on Ubuntu 20.04, but I couldn't find a similar feature on Fedora 31.
