Trunk RHEL3 RPM broke with APR 0.9.4 removal (r17496 and r17501)

Taking out the APR 0.9.4 code in r17496 and r17501 broke (at least) the 
RHEL3 RPM build, would it cause any problems to revert those?

If not, what are my best alternatives?  RedHat Linux 3 (haven't checked 
RH7, 8, 9, or RHEL4 yet) contains httpd-2.0.46 with built-in APR 0.9.4 
code.

Please advise.

While you're at it, it would be nice for the r17501 log message to say it 
removes "pre-0.9.5" compat code rather than "0.9.5 compat code"...

Ugh. As much as I like code cleanliness, it's hard to justify if it's
going to cause that amount of problems.

I suppose we revert.
