Im taking a leap here:  Are you sure you are not using a local Windows firewall?

If this is Linux (or Windows for that matter) are AllowOverRide and
DirectoryIndex set properly?

I believe we need more information to actually be able to help you.
Maybe http://pastebin.ca your apache conf file?
