StringUtils.chopNewLine - StringIndexOutOfBoundsException

           Summary: StringUtils.chopNewLine -
                    StringIndexOutOfBoundsException
           Product: Commons
           Version: 1.0.1 Final
          Platform: All
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Lang
        AssignedTo: commons-dev@jakarta.apache.org
        ReportedBy: six4three@hotmail.com

StringUtils.chopNewLine doesn't handle a single char string of "\n". It looks
for the previous char to see if it's "\r" which causes it to throw exception.
