Have you discovered what oracle means by "doesn't support"?  The xa spec makes it clear that the RM can treat this just the same as TMSUCCESS if it wants, or optionally rollback the work in the transaction (p. 38).   Using the flag appears to be mandatory for a transaction manager. So if Oracle returns an error, that's just mean and really not spec compliant.
